What 7211 includes

• Refers to the activities of the corporate headquarters that are not specifically engaged in external business, but are only responsible for the major decision-making and asset management of the enterprise, and coordinate and manage the daily work of the subordinate institutions and the internal work. The external business is undertaken by the subordinate independent accounting unit or a separate accounting unit, and also includes the activities of dispatched agencies (such as offices, etc.).
• Including the management activities of the following corporate headquarters：
• Headquarters of enterprise groups and group companies (bureaus);
• Head office (branch office) headquarters;
• Headquarters of a large joint enterprise (company);
• Domestic institutional office activities: offices and liaison offices of enterprises and institutions stationed in different places (other regions);
• Activities of offices of foreign institutions: offices and liaison offices of non-governmental organizations such as overseas companies and organizations in our country;
• Other corporate headquarters management activities.

What 7211 excludes

• Holding company, included in 6920 (Holding company service);
• Government-dispatched agencies (such as government offices in different places, etc.), included in 9221 (Integrated affairs management agency);
• The corporate headquarters of the same legal person as the subordinate unit (limited company, subsidiary), shall be included in the corresponding industry category with the subordinate legal entity;
• Corporate headquarters that are only engaged in a single economic activity (such as commercial banks, insurance companies, etc) shall be included in the corresponding industry categories according to economic activities.
