- With few exceptions
- Municipal institutions, whose guarantors are municipalities and municipal associations. Their most important passive business is accepting savings deposits, their most important lending business is granting long-term loans (primarily mortgage loans), in addition to all standard banking transactions, including short- and medium-term lending.
- Activities of central institutions (state banks) of the savings banks operating within their respective regions. The state banks serve the savings banks as liquidity providers and as settlement centers for cashless payments. Furthermore, they channel public funds within the framework of special loan programs; as state banks, they are the "house banks" of the federal states. They conduct basic and municipal lending business and hold the right to issue securities; in addition, they carry out all standard banking transactions.
