What 64.19.4 includes

• Activities of credit institutions that exclusively or predominantly manage real estate or municipal loans and refinance themselves by issuing mortgage bonds and municipal bonds or raising long-term funds: • private mortgage banks, including ship banks • public-law land credit institutions

What 64.19.4 excludes

• Lending by specialist credit institutions that do not accept deposits (e.g., for the purchase of residential property), see 64.92.3
