What O includes

• This Industry Section includes government administration, establishments engaged in formulating and implementing the economic and social policy, and units maintaining public order and safety.
• This Industry Section does not include government activities other than general administration and regulation in respect of such fields as transport, communication, education and health, and the operation of financial institutions. Each of such activities is classified to an appropriate industry grouping in accordance with the given kind of activity. For example, administration of the school system (i.e. regulations, checks, curricula, etc.) falls under this Industry Section, but teaching itself does not (see Industry Section P - Education). Another example is prison hospital, which is classified to health sector (see Industry Section Q - Human health and social work activities).
• Similarly, some activities described in this Industry Section may be carried out by non-government units.
