• This section covers: - legislative and executive activities carried out by central and supreme state administration bodies, local government administration bodies, and local government bodies within the scope of exercising internal state functions in the financial, tax, economic, cultural, educational, health care, and other social spheres, - executive activities related to exercising external state functions in the sphere of foreign affairs, immigration, and defense, - activities in the sphere of protecting state security and public order and safety, - activities of the justice system, including the enforcement of court judgments, excluding the activities of bailiffs, - activities of the fire brigade financed from public funds, - activities related to mandatory social security. Section P does not cover all activities carried out by public administration bodies, for example: - activities related to the management of educational programs are covered in this section, but the educational process falls under the appropriate subclasses of section Q "Education." - activities related to health care are covered in this section, but the activities of hospitals, including military and prison hospitals, are covered under the appropriate subclasses of section R "Healthcare and Social Work." Some activities described in this section may be carried out by public administration bodies other than government.
