What P includes

• This section covers activities of a sovereign nature that are normally carried out by public administration. These include the enactment and legal interpretation of laws and resulting regulations, as well as the administration of programs based on them, legislative activities, tax administration, defense, public safety and order, immigration services, foreign affairs, and the administration of government programs. This section also includes statutory social security.
• The legal or institutional status per se is not decisive for the classification of an activity in this section, but rather the fact that an activity has the character described in the preceding section. Accordingly, activities listed elsewhere in this classification do not fall under this section, even if they are carried out by public entities. For example, the administration of the education system (regulations, oversight, curricula) is assigned to this section, but not the actual teaching and learning activity (see Section Q), and prison and military hospitals are assigned to health and social care (Section R). On the other hand, some of the activities listed in this section may be carried out by non-governmental entities.
