What 53.100 includes

• The postal services operated under the universal service obligation of one or more designated universal service providers. The activities include the use of the universal service infrastructure, including retail premises, sorting and processing facilities, and postman routes for the collection and delivery of mail. The delivery may include letter mail, i.e. letters, postcards, printed media (newspapers, magazines, advertising materials, etc.), small packages, goods or documents. It also includes other services required to support the universal service obligation.
• Collection, sorting, transport and delivery (domestic or international) of letter mail and (letter-like) parcels and packages of postal services under the universal service obligation. One or more means of transport may be involved and the activity may be carried out either by own (private) transport or via public transport.
• Collection of letters and packages from public mailboxes or from post offices
