What 53.10Y includes

• The activities of postal services operating under a universal service obligation by one or more designated operators to assume the obligation of universal service. The activities include the use of the infrastructure of the universal service, including the points of sale at retail, the sorting facilities and treatment, and the carriers for the removal and delivery of the mail. The distribution can understand the position of the letters, that is to say, the delivery of letters, postcards, printed matter (newspapers, periodicals, articles, ads, etc), small packets, goods or documents. Also included are other services necessary for the respect of the universal service obligation.
• The clearance, sorting, transport and delivery (domestic or international) of letters, parcels and small packages (such as mail) by postal services operating under a universal service obligation. One or more modes of transport may be used and the routing can be done with the aid of means of transport owned (private) or by means of public transport.
• The collection of letters and parcels in the letter boxes or from post offices
